The report is of a 1976 interdisciplinary discussion  on behalf of the Canadian Commission for UNESCO. You will find a list of participants and their affiliations at the end.  The Commission was aware that although responsibility for "culture" is included in the charter of UNESCO, that body had not defined the term.  The Commission opted for a definition which would help it and the Government of Canada in policy formation vis-a-vis UNESCO programmes and policies.  At this juncture I am not aware of the manner the definition was in fact used, nor of possible modifications to it which were envisaged in the report.
